Did Gaddafi finance Sarkozy?

A book by Catherine Graciet develops the thesis of the financing of Sarkozy's campaign by Libya.

“South West Sunday”. At the end of your investigation, what is your conviction on the possible financing of Nicolas Sarkozy's 2007 campaign by Muammar Gaddafi?

Catherine Gracet. A lot of information points in the direction of occult financing. For example, I collected the testimony of Tahar, a former senior official of the revolutionary committees. He was present at two key moments of this financing. Especially during negotiations between French and Libyans at the Corinthia hotel in Tripoli. He was also in Sirte in December 2006 when, he says, Gaddafi gave the order to deliver the money.

I was able to cross-check these elements with another Libyan network which has no connection with the first witness. The key to the evidence lies in a video of the Corinthia Hotel meeting which shows three French people (including a politician who changed his tune in late 2006) discussing the flow of money. I was also able to cross-check information concerning a flight in December 2006 from Sirte to Le Bourget in which Bachir Saleh, the regime's treasurer, was conveying 30 million euros.

Have you been able to see this video?

No. But I have precise and cross-checked testimonies. I want to stay in my role, I am a journalist and not an examining magistrate.

The court evidence was held for a while by Gaddafi's son Seif al-Islam, who gave it to a childhood friend before fleeing. I now know where they are. The video has been duplicated in triplicate. They stayed in Libya for a while.

Did France look for them?

Several months after Seif al-Islam announced on television that he was detaining them, a special forces commando tried to eliminate him. I know this from an internal source in the French army. The commando failed because it was thwarted by a second commando, Russian. It is now certain that the Russians had troops on the ground alongside Muammar Gaddafi.

Aren't you afraid of being sued for defamation?

Since the release of the book, no denials have been produced. Neither by the army - and for good reason, the information comes from them! -, nor by those close to Nicolas Sarkozy.

In this case, we talk a lot about the intermediary Ziad Takieddine…

There were several networks of intermediaries with the French state. The best known are Takieddine and Alexandre Djouhri. I identified a third, another Lebanese, Souheil Rached. Each was linked to a regime dignitary: Takieddine worked with Abdallah Senoussi, the man of military intelligence, Djouhri with Bachir Saleh, and Rached with Moussa Koussa, the man of the secret services and the architect of the rehabilitation of Libya on the international scene. Much more discreet, Rached operated at a much higher level than the first two. In 2006, it was Moussa Koussa the strong man. If there has been funding, logically, this is the side to look for. For my part, I have the names of two Lebanese who worked for this financing on the Libyan side.

Is justice able to work on the elements that you put forward?

Yes. By questioning these two intermediaries, the judges can make a big step forward in their investigation. They have to question Tahar. He wants to testify. For that, he would have to obtain a visa and guarantees on his protection. During the war he was tortured. I saw his medical file, it is unambiguous. He thinks that those who tortured him, asking him where Gaddafi's children were, were French. Zohra Mansour, a close friend of Gaddafi, is also ready to testify. They live in hiding and are currently risking their lives. As for the video, I know that an extract was exfiltrated abroad. Perhaps justice will one day be able to consult it?

Why has this evidence, if it exists, not yet been disclosed?

When Seif al-Islam first spoke about occult funding on television, there was a heated argument with his father. Kadhafi was in a trance, he realized very late what was happening. For a long time he believed that Sarkozy would not go all the way and that he could install his son in power.

Today, the former partisans of Gaddafi - who are more numerous than one would think - dedicate a stubborn hatred to Nicolas Sarkozy. But they are not in a Franco-French agenda. The Libyan agenda is much more complex. There is a project that tribes who have pledged allegiance to Gaddafi in the past are supporting. It consists of creating a sort of government in exile which would represent all Libyans, including those who, having taken refuge abroad, were unable to vote in the last elections. These people want to open a channel of communication between their organization and France as well as Europe. I think the video will eventually be leaked, but they're going to play it into a political game.

If the hypothesis of political financing were to be verified, it is difficult to understand why Nicolas Sarkozy went to war against Gaddafi...

I interviewed people in his inner circle. They can't understand either. The risk was colossal.
