Accessing the history of a used vehicle or registering on the electoral lists are part of these recent internet services of the administration. All eliminate paper or avoid moving, provided they have good internet access and a connected computer.
Digital technology has become the common law mode of access to the administrative procedures of public services. It even becomes the obligatory passage like the online tax return, mandatory in 2019 for everyone (except those who don't have internet at home or don't know how to use the web).
To encourage the use of these online services, the administration boasts of saving time and travel for the citizen, even if for certain services such as the issuance of vehicle registration documents, the online procedure has notoriously malfunctioned.
Despite these (few) failures, the French administration continues to multiply dematerialized services via the Internet. Many of them are accessible via the service-public.fr site, which should become a reflex for e-administration users. Here is a selection of five administrative services recently put online, which are particularly useful, provided you have a decent internet connection and are computer literate.
- Access the history of a used vehicle. The Histovec platform - vehicle history - is aimed at owners and potential buyers of used vehicles. Histovec concerns all vehicles (two-wheelers, cars, trucks, etc.). It works with the format, new or old, of their license plate (for example AA-123-AA or 1234 AB 00). This site provides owners and future buyers (free of charge) prior to their transactions, with information on the vehicle concerned. The owner wishing to sell his car must connect using the license plate number of the vehicle concerned, his personal data, as well as certain information appearing on the gray card. He can then choose to share the elements collected by the platform with potential buyers, in a protected digital space: date of his first release, successive changes of owner, his administrative situation (pledge, opposition, theft), but also his technical characteristics (brand, color, cubic capacity, power, etc.).
- Register on the electoral lists. With the approach of the European elections which take place on May 26, 2019 in France, it is possible until March 31 to register online on the electoral lists via the portal service-public.fr. In addition to the fact that it is no longer on December 31 preceding the election that you have to register but before March 31 (for this year of European elections); it becomes possible due to a professional or private move to designate their new city of registration or even to register for the first time on the electoral roll of the city of their domicile. This procedure facilitates the daily life of people who have not been able to take the time to go to the town hall to request their registration on the lists of the municipality.
- Seize the administrative justice. In the event of a dispute with the administration, each citizen or association can take legal action online via the Télérecours citoyen portal, accessible via the teleprocedures site: www.telerecours.fr. We can thus free ourselves from the costs of copies and postage. In a few clicks, it is possible to file all appeals that do not require a lawyer, with the administrative courts, the administrative courts of appeal or the Council of State. For those who have already submitted their request in hard copy, it is possible to ask their court to follow their appeal online. Potentially, 90.000 annual appeals, currently filed by post or at the reception of a court, can thus be dematerialized.
- File a complaint for credit card fraud. When you are the victim of fraudulent use of your bank card (while you are still in possession of it) as in the case of online purchase fraud, the Perceval platform allows you to file a complaint online with the police or gendarmes without having to move. After filling out a form on the site https://service-public.fr, the declarant receives in less than 24 hours, after validation by the competent police services, a receipt. He will send it to his bank in support of a request for reimbursement of purchases made fraudulently following the hacking of his bank card details.
- Report incidents of sexual or gender-based violence. Facilitate the reporting of gender-based violence (harassment, discrimination) and sexual violence (rape, assault) and support the filing of a complaint: this is the objective of the platform hosted on the service-public.fr site and via the site www.signalement-violences-sexuales-sexistes.gouv.fr. This portal allows you to chat (24/7) by instant messaging on the internet (cat) with one of the few dozen police officers and gendarmes trained in sexual and domestic violence. If necessary, an appointment at a police station is scheduled to file a complaint. The platform is also aimed at witnesses of such violence.
