What a shame, but at least the abscess is broken, these behaviors are doubly unforgivable, not only for the heinous acts committed, but also by the behavior of the Church in the face of these proven victims, it is totally abject.

And pledge that even if these priests have escaped the justice of men, they will not escape to the justice of the Father.... (And believe me the bill may be salty...)

DECRYPTION – The figures revealed on Tuesday by the Independent Commission on Sexual Abuse in the Church are staggering. They reveal an evil described by Jean-Marc Sauvé, its president, as “systemic”.

What to do now ? Collapsed, the leaders of the French episcopate returned on foot to their headquarters on the avenue de Breteuil, in Paris, this Tuesday, after the monumental uppercut received when Jean-Marc Sauvé, the president of the Commission of investigation on the sexual abuse in the Church (Ciase) handed them the clergy sex abuse report. Tested like never before and now burdened like a cross with this heavy 485-page report and 2000 pages of appendices and its 45 recommendations.

Some already exist, others are to be invented, still others to be evaluated. The bishops know they are expected at the turn. On November 8, in Lourdes, they again meet public opinion, shocked like them by the magnitude of the figures. They will conclude their plenary assembly there with the adoption of a new battery of measures against sexual abuse.

Tuesday, they were sounded by the indictment without appeal of François Devaux, founder of La Parole Libée, association of victims of Father Preynat in Lyon, who had introduced the session: “You are a disgrace to our humanity, you have trampled on the obligation of natural divine law, the obligation to protect life and the dignity of the human person when it is the very essence of the institution", because "the victims who dared to revolt were punished". So there was "betrayal of trust, of morals, of the child, of innocence, of the Gospel. There was cowardice, weakness, dissimulation, strategy, silence, hypocrisy, lies, ruse, abject compromise».

“The Catholic Church has for a long time intended to protect itself first as an institution and has shown complete and even cruel indifference towards those who have suffered attacks. »

Jean-Marc Sauve

More calm, Jean-Marc Sauvé summarized in one sentence the scandal within the scandal, that of the management of the episcopal hierarchy of these pedophile priests: “The Catholic Church has for a very long time intended to protect itself first as an institution and has shown complete and even cruel indifference towards those who have suffered attacks.. "

What could one respond to this "appalling painting", recognised Mgr Éric de Moulins-Beaufort, President of the Bishops ? He has once againrequest forgivenessto the victims on behalf of the Church. He greeted "courage and inner strength"of those who dared to stand up against the Church for this revelation to happen"rough", "severe", "downright unbearable» abuses committed by clerics on young children, and covered up by the hierarchy. He therefore made a solemn commitment before God to put an end to this nightmare: “We receive the light of the Ciase report as a requirement of God».

But where to start ? The report commissioned and funded by the Church offers 45 recommendations. They go in multiple directions.

Church 1

Church 2

Neutralization measures

First part, therecognition" reality. Not now integrated statistics, but the official recognition of the "systemic accountability” of the Church, which for a long time remained blind to "the victims". For the latter, the report asks for a status, a kind of "memorialas well as financial compensation managed by an independent body. All this is already happening and should happen, even if the report asks, on the financial aspect, "to dismiss the tracks of an appeal for donations from the faithfulbecause he considers that the responsibility lies with the clergy and not with the faithful.

Second part already well advanced since the 2000s: “the managementof this phenomenon. The report recommendslistening cells for victims", a "Servicededicated to the Conference of Bishops, a “interdiocesan tribunalto quickly judge priests away from their diocese. He also advocates aAnnual Report“, security protocols and “bonnes pratiques", a "flawless"victims, a"trainingincreased number of bishops, priests and seminarians on these subjects as well asannual interviews" between them. Also suggested are measures of neutralization followed and controlled predatory priests to prevent them from being discreetly received in other dioceses or abroad; a generalization ofprotocols between public prosecutor's offices and dioceses, including a commitment by the dioceses to transmit reports". The report then proposes to reinforce the vigilance on the “new communities" and their "charisma”, which would not mix “for internal and for externalof the faithful, and finally to train young people tocritical consciousness". Many dioceses have already taken steps in this direction. Some are lagging behind. The movement is launched.

The recommendations that go beyond the Church of France and fall under Rome will, on the other hand, be more difficult to apply. In the first place, that which affects the "secret of confessioncomes up several times in the report. One would "obligation» to the confessor of «report to the judicial authorities" the "sexual violence against minors or vulnerable people". This secrecy is absolute in the Church. The confessor has the duty to lead the person in question, a murderer for example, to report himself to justice. Same difficulty with the recommendationto ordain married men as priests". It is a Roman responsibility and Pope Francis has dismissed this prospect for the time being. Difficulties finally onstrengthening the presence of lay people and women in the decision-making spheres of the Catholic Church". This is a reality in the majority of French dioceses. This is taking place in Rome. But the Church is not ready to give up the sharing of the power of the bishop, who is theologically considered the "fatherof the faithful of the diocese.
