On March 16, 2020, Emmanuel Macron made a "declaration of war", in which no " enemy " is not clearly identified, insofar as one wants to recognize that a virus or a disease is not a « military type enemy ».
As a consequence of this " Declaration of war ", appears the 1re health emergency law dated March 23, 2020. We will not return to the unconstitutionality of this law. Law which has, moreover, engendered, generated, an inability of parliament to meet under normal (or even simply satisfactory) conditions, and therefore corresponds to an institutional exceptional law, having put our national institutions on hold.
But that's not all, because, alongside the enactment of this derogatory law, an institutional exception, the " French executive power felt justified in establishing, on the initiative of a " scientific Council ", whose composition is in itself extremely questionable – and as such duly contested by Professor Didier Raoult as being in fact a "Council of Friends of Professor Delfraissy" (listen around 11e minute of the next video), A « Health Defense Council ». Since then, the decisions of the French government have either been initiated directly, or passed through the prism of this Health Defense Council, which acts as a "usurper" of French political power.
However, this Defense Council is based on an extremely questionable foundation:
“The recommendations of a Covid-19 Scientific Council created in March 2020 at the request of the Ministry of Health, an autonomous and independent formation made up of thirteen scientific experts.”
It should also be noted that the president of this scientific council has, since March 25, 2020, maintained a friendly and political correspondence, if not strictly professional, with the American Anthony Fauci in charge of American health interests. Correspondence whose relevance to French interests is not very well perceived; to put it another way, this correspondence could very well be analyzed with regard to the collusion of interests with a foreign power.
In summary, French political power is now, in a way, monopolized by (in the worst case) or subject to (in the best case) a Defense Council, which was set up on the initiative of a body , the scientific council, whose legal form is not clearly established, a body brought together by the Ministry of Health alone, and whose composition is highly suspect in the light of French political interests.
Regardless of its intrinsic quality, in this case very dubious, a " scientific Council " can in no way have the authority and/or the political legitimacy to decide on the creation of an organization, a Defense Council, which will henceforth take strategic decisions instead of the French government!
There is, fundamentally, an initial legal problem with the establishment of this Defense Council.
And that's not all !
Being at war, France now governed by a Defense Council is, consequently, subject to the propaganda that accompanies any war! But, obviously, this "war propaganda" is not Franco-French, it is rampant at European and even international level, and particularly concerns the developed countries, themselves united within NATO.
Therefore, the legal question to ask is the following: is an international organization legitimate to initiate and manage National war propaganda? While none " declaration of war " official aiming at a military enemy has officially taken place… A virus not having a priori a military nature (although we have more and more information going in the direction of a virus manufactured in the laboratory and therefore bordering on the qualification of "biological warfare", but that’s another story…).
Emmanuel Macron's statement that "we are at war" had the objective and the effect of launching all these maneuvers of a politico-military nature without any enemy, in the military sense of the term, having really been declared! Shouldn't a declaration of war necessarily designate a military enemy? In any case, the traditional state and military situation, prior to the current suspension of our political institutions, was that a " declaration of war " was accompanied by the designation of a "military enemy".
We no longer count the defects, of substance and form, which surround French political decisions since we are, de facto, in a state of suspension of our institutions.
It follows from this state of affairs that the French government has, de facto, lost all real function, that it is today concentrated in the hands of a Defense Council devoid of any serious legal basis and above all of any legitimacy. Politics.
From the point of view of international law, the French State, which has been emptied of its political substance to be placed at the service of organizations dominated by interests that have not been formally identified, finds itself in a situation of institutional misappropriation, abuse of Public International Law.
It is important today to act at the international level in order to recognize the split between the French government and its population; split leading to the end of all public legitimacy of the decisions of a government which has, de facto, resigned in favor of an illegal and politically illegitimate Defense Council.
The French are in a situation of embezzlement of their State and the sovereign state functions relating thereto. These explanations are given once and for all, it being understood that I am at least – more or less – on these hot topics at the ten millionth explanation, including those given to Etienne Chouard himself.
This will therefore be the last, a kind of discharge given to my readers. For the rest, I invite inattentive observers to try to understand my works by taking the time to read them without a priori or ulterior motives and without giving me any malicious intentions.
Finally, I specify (particularly for all people with bad intentions or lending me hidden intentions) that I am successively accused by some of being a fundamentalist Catholic and by others of being a Freemason. I am neither! I associate with everyone, especially honest, kind, cultured and morally upright people.
It may happen that some of my relationships are labeled (we live under the unfortunate reign of fundamentalist casuists) “fundamental Catholics”, for the simple reason that they have, very fortunately and with great discernment, completely dissociated themselves from the Vatican - which has become an unspeakable mafia cesspool -, while others are labelled, rightly or wrongly, as "Freemasons".

In other words and in a general way: there can be no question of renouncing our positive traditional symbols, our political and cultural roots and our civilization for the (very bad) reason that mafiosi, all dominant are- they, have subverted said symbols!
Our duty is, on the contrary, to stand up in order to revitalize our civilization by rediscovering its roots and its moral and political integrity.
The notions of freedoms and human rights come directly from Western European civilization made up of different strata: the Greco-Roman contributions to which were added the contributions of canon law from the great thinkers of Christianity throughout the Middle Ages. .
Subsequently, this civilization could only endure and continue to exist because there was a balance of normative forces between on the one hand the temporal power (King and Lords) and on the other hand, the spiritual power then represented, in Europe, by the papacy installed in Rome.

The second is to take up, as a petition of principle, the great principles of freedom and equality stemming from our Western civilization, that is to say from our traditional continental law, but subversively and maliciously oriented in the quasi- exclusive freedom of trade.
Returning to viable political institutions requires, in principle, methodologically breaking free from this institutional straitjacket, overseen by a "Constitution", imposed by today's financial rulers; which think only of establishing a totalitarian world government at their exclusive service.
In the institutions that I propose, there is no "Constitution" because this is replaced by a paradigm shift in terms of political and social organization.

This REFORM OF INSTITUTIONS, which is an Evolution (and not a Revolution) of institutions, therefore proposes a serious reinvestment of natural law by following a certain methodology, itself specified.
Moreover, all the social reorganization that I describe in this reform is based on a reappropriation of the political principle by each national of the State in the form of their political participation in INTEREST GROUPS. These INTEREST GROUPS are self-determined by their participants with the exception of two major principles which they cannot contravene: the principle of subsidiarity and the imperative mandate of their representative, regardless of the mission of the latter.
What most people put mentally and ideologically into the term "Constitution" can therefore be written, in the form of a " Charter ", " manual ", “Internal or internal regulations” or any other designation (regardless of the term used), within each of the INTEREST GROUPS.

The most educated among my readers will recognize in the Interest Groups the model of the corporations of the Ancien Régime which, whatever some say (wrongly), have absolutely nothing to do with the model of the corporations of the government of Gingham! But the difference with the Ancien-Régime corporations comes from the fact that this method is extended to all human activities: the INTEREST GROUPS that I propose are not limited to craft and commercial activities, they concern all human activities, including spiritual activities.
