Model Law on State Emergency Health Powers (drafted in 2001)

The MSEHPA (Model State Emergency Health Powers Act) is a public health law originally drafted by the CDC (Center for Disease Control and Prevention) with the goal of getting all 50 US states to pass similar legislation. It provided for radical and draconian legislation - including forced vaccination - in response to epidemics, pandemics and bioterrorism. The Public Preparedness and Civil Protection Act (2005)

In 1986, the US Congress passed the Childhood Vaccine Injury Act, which created special courts for child vaccine victims. The Public Readiness and Emergency Preparedness (PREP) Act, codified at 42 USC §247d-6d, gives the Secretary of the Department of Health and Human Services (HHS) the authority to waive legal liability for companies producing "covered countermeasures" (i.e. vaccines) in the event of an emergency of public health. A PREP Act Statement (effective February 4, 2020) has been issued to provide immunity from liability for activities related to medical countermeasures against COVID-19.

Lock Step (Rockefeller Foundation paper, 2010)

The article describes a scenario in which a pandemic has struck and governments around the world are using it to extend their authority and increase their grip on power.
