Update 11.09.2017: Housing: a lease of 1 to 8 months for precarious tenants, Macron's proposal is debated

7 million mini-jobs at 400 euros per month. The number comes up these days in all the discussions that criticize the duality of the German model, which others set up as a model. Of the 43,35 million working people, 7 million would therefore be precarious in Germany? An impressive figure but not quite fair.

Germany created a total of 7,3 million mini-jobs. A monthly salary of 400 euros, exempt from social contributions and tax for employees, and with a fixed tax rate of 30% for employers (13% health insurance, 15% pension contribution and 2% tax). In terms of working time, there is no legal limit, but most mini-jobs are limited to less than 15 hours per week.

In fact, mini-jobbers number less than 3 million. Because 13,4% of mini-jobbers have a main job. Others accumulate several mini-jobs. The German employment agency distinguishes 2,4 million people who benefit from this status for their odd job (Bundesagentur für Arbeit 2011). "Many students, retirees or stay-at-home moms have this type of side job," says Odile Chagny of the Alpha group.

Mini-jobs have existed since the end of the 19e century, at the time of the creation of social insurance. “It is said that there has been an explosion since 2000, in fact it is completely false, it is simply that the costing has changed. They are progressing very steadily,” she adds.

That said, the German services federation, Ver.di, pledged to ask for the abolition of mini-jobs at its last congress in September 2011. It criticizes the abusive use of this type of contract, in commerce retail in particular, which uses it to replace traditional part-time contracts .

35% of German workers work part-time. Again, the statistics are misleading. The last Coe-exceed survey resulted in a rate of 17%. Underestimated figure, She did not take into account the fact that many mini-jobbers believe they do not have a job!
