10 million people are affected, directly or indirectly, by the housing crisis, according to the Abbé Pierre Foundation.

The Abbé Pierre Foundation estimates, in its 20e annual report, that 3,5 million people are poorly housed or homeless, and more broadly that nearly 10 million are affected by the housing crisis.

The association deplores "a lack of knowledge of the real state of poor housing in France", regretting for example once again having to rely in part on a statistical study by Insee, whose latest figures on the subject date from 2006, before the economic crisis. A 2012 survey on homeless people has updated some data.

The Abbé Pierre Foundation identifies in particular:
- 694.000 people "deprived of personal residence" (141.500 homeless, 19.485 in social residences, 38.000 in hotel rooms, 85.000 in "makeshift dwellings" and 411.000 with third parties);
- nearly 2,8 million living in "very difficult" housing conditions, without comfort or very overcrowded;
- 52.000 travelers unable to access a reception area. Totaling 3,5 million people "no or very badly housed".

More than 5,1 million people "in a situation of real fragility"

The Foundation adds to these badly housed more than 5,1 million people "in a situation of real fragility" in relation to housing, that is to say occupying, for example, a condominium in difficulty (1,1 million housing units concerned), overcrowded housing (3,2 million) or facing unpaid bills (1,2 million). It thus evaluates in total to more than 8 million people affected by housing difficulties.

She also recalls that more than 1,8 million households are waiting for social housing, that 5,1 million are in fuel poverty (2014 figures), that 70.000 owners are in default (2006), and that more than 91.000 households are threatened with eviction (2009-2011 figures). Figures that she does not add to the previous ones (risk of double counting) but which allow her to evoke in the end 10 million people directly or indirectly affected by the housing crisis.

Other figures of poor housing:

- 355.000 requests for emergency accommodation were recorded during the winter of 2013-2014, and only 138.000 places allocated, according to the barometer of 115, covering 37 departments.

- More than 459.000 households asked to benefit from the enforceable right to housing (dalo), but only 147.000 were given priority, and 75.000 were rehoused.

- 429 slums bring together between 15.000 and 20.000 people (January 2014).
