A time traveler in a photo from 1940?

This photo shows a man who appears to be dressed in 2010s fashion. He is wearing dark glasses and a patterned sweatshirt and sporting a very contemporary hairstyle. 

Only problem, the photo was taken in 1940 during a reopening of a bridge damaged by floods in South Fork (Canada), the young man indeed looks like an alien in the middle of other people, who they wear period hats and clothes.

Of course, that was all it took for some bloggers across the Atlantic to claim that this man was a time traveler...

So: Time traveler? Or simply, does this man have a style that existed at the time? Your turn to judge.
