
According to a study published this Friday, in 2013, more than one in 10 French people benefited from social assistance (AAH, RSA or ASS), also has a job.
Working does not always allow you to be free from want. According to a study based on 2013 employment figures, published on Friday by the Orders (Research, Studies, Evaluation and Statistics Department), 14% of French people recipients of social minima were at the same time in salaried employment at the end of 2013.
13% of them received the RSA (Solidarity labor income), without exceeding the resource ceilings determining access to these services, specifies the DREES. 12% benefited from the ASS (specific solidarity allowance, for unemployed people at the end of their rights). People who touched in 2013 disabled adult allowance (AAH) were 18% to be salaried. Among them, half (58%) did not work in an ordinary environment, but in establishments and services of help through work (Esat).
Only one out of three beneficiary employees works full time
The salaried employment rate of women is higher than that of men: 16% against 9% for the ASS or 14% against 10% for the RSA. This ratio is reversed for the beneficiaries of the AAH: 20% of the men who receive it have a salaried job, against 16% of the women. The study also notes that only a third of employees receiving RSA and ASS work full time. These employees most often work in the voluntary sector or with individuals (gardening, cleaning, childcare, etc.).
About a quarter of them are in Labor contract (10% for all employees at the end of 2013) and more than 10% benefit from a subsidized contract. The beneficiaries of the AAH who work are for their part for two thirds of them full time.
An RSA accumulation and salary for three months
Due in particular to the high proportion of workers and employees (90% in total) among the recipients of social minima, the median hourly wage (half earns more, the other half earns less) of recipients of salaried social minima in an ordinary environment is nearly 3 euros lower than that of all employees (8 euros against 11 euros net per hour).
The combination of social minima and salaried activity is regulated and varies according to the type of benefit. RSA beneficiaries who return to work accumulate their allowance and salary in full for three months. Then, they perceive the difference between the fixed amount of RSA and their resources.
