PARIS (Reuters) - France had 250.000 people who were homeless or in precarious accommodation and 2,9 million living in poor accommodation at the end of the 2000s, according to an INSEE study published on Thursday.

These figures confirm the persistent and widespread impact of the housing crisis in the country, regularly denounced by non-governmental organizations, first and foremost the Abbé Pierre Foundation.

The latter identified at the beginning of last year 3,5 million "poorly housed", based on criteria different from those used by INSEE.

While emphasizing that situations of great difficulty - from the absence of housing to the deprivation of comfort - can only be approached from a statistical point of view, the institute estimates the number of people who are homeless or housed in centers at 33.000. emergency in metropolitan France.

This population, strongly male, is for almost half located in Ile-de-France, he specifies.

Added to this are 66.000 people (including 30% minors and 40% women) accommodated for longer periods by social establishments, such as social reintegration centers or mother-child reception establishments, and 34.000 living in housing covered by temporary housing assistance (ALT).

Alongside these 133.000 homeless people, INSEE counts 38.000 others living in hotels at their own expense and 79.000 staying with a relative or friend for lack of sufficient financial means to have independent accommodation.

The study specifies that these situations "affect more particularly men, Ile-de-France residents and young people" and that they concern 43% of people who have a job, most often workers and employees.

To this "hard core", INSEE adds 282.000 young adults (2002 figure) forced to live with their parents or grandparents.

"For these people, even more so than for those lodged in the 'hard core', being housed and having a job, including at executive level, can go hand in hand", notes the study.

1,1 MILLION UNHOUSING HOUSEHOLDS

Second major category identified by INSEE: victims of poor housing conditions, whether they live in unsanitary accommodation, poorly or poorly heated, deprived of sanitary facilities or overcrowded. Their number is estimated at 2,9 million (1,1 million households).

This population includes people living in "makeshift" dwellings (temporary constructions or caravans for the most part), estimated at 85.000 in 2006, those occupying dwellings considered "deprived of comfort" with regard to the criteria of the 2007 law on the enforceable right to housing (Dalo), which would be 2,1 million, and the occupants of overcrowded housing, estimated at 800.000 people.

The INSEE study, which is based on data collected for the most part between 2002 and 2008, specifies that one million low-income households declared in 2006 having difficulty paying their housing expenses or being in a situation of unpaid.

According to an Ifop survey for Seloger.com published last month, more than one in five French people feel threatened by poor housing and 7% of them consider themselves to be poorly housed.
